This PR removes the Azure pipelines configuration which was superseded by GitHub Actions and is now unused.
We should resolve the glibc-version issue first - the GitHub Actions pipeline uses Ubuntu 20.04, so the compilers built there are incompatible with older distros like Centos 7 which we still need to support for OpenTitan.
