[alert_handler] adapt a generic model in DV to handle async #3275

Once the CDC module supports async clk_skew, alert_esc_agent can adapt, according to the comment from PR #3177.

I think we can re-evaluate this once the CDC model is enabled.

We will probably need to look into this again now that the CDC instrumentation is available. We intend to enable CDC instrumentation for ES. @moidx, what is the right label for this issue?

Hi @matutem, the next milestone is M2.5.3. I have moved this issue there so that it falls in our tracking.

@moidx / @vogelpi - I think this would be a nice to have - but likely won't do this over other items in M5. Moving to P4 and labeled.
