Update instructions for the homologation process based on Enedis.SGE.REF.0465.Homologation_Catalogue des cas de tests_Tiers_SGE23.1_v1.0.pdf
Add wsdl and xsd files for the new webservices
Add decommissioning date for ConsultationMesuresDetaillees v2.0

@ATraineauAKA thanks for this! Can you send me latest homologation test case pdf file by email at phil (at) lowatt.fr?

Then tests will fail since the homologation doc is used during test to build the xml request for each test case and compare against test/data/requests.yaml, but you can regenerate it with pytest --regen-test-data and commit the diff.
