Update homologation instructions based on SGE 23.2

F380-R1 : Update the PCE for the C5 segment
CMD2-NR1, CMD3-NR1 and CMD3-NR2 : Set 2022-04-17 for the end date, to be sure to exceed the 7 days limit
ASS-R1 : Add a command for the C2-C4 segment
Add a comment when returned values are incorrect
Add a warning when a webservice officialy doesn't work (either completely or for a specific segment)
