Consider removing or replacing _config.yml file

The purpose is so that content changes (e.g., site title and description) don't require a restart of the site in the dev environment.

• See if github: [metadata] is still needed.
• If not, really only using this for "site settings" content (language, title, description)
  • Can probably move these to something in _data or maybe just like a _site-settings.yml or metadata.yml file.
• Include something in readme about adding a config file if something other than the defaults are needed.

Lack of metadata still triggers warning in Codespaces. So I'll probably keep it, but maybe still move the site content out of that file.
