Approve the bylaws, elect a board, approve a tax year, approve previous acts (website and all other Brad things), get financials rolling.

Pre-publish an agenda and post-publish draft minutes for approval at the following meeting.

Noting here that this ticket is complete, but we are waiting to close until the bylaws are drafted and approved, and other "first meeting" items are fully settled.

The tax year, which somehow was glossed over, is now on the May 2021 agenda. Closing this ticket since everything else is settled.
