chore: Dbatools v2 / collection v2

[lowlydba]

Description

For the next release, use dbatools v2+ to avoid any issues with pwsh v7.3+ (fixes #177). This will be a major release due to the large amount of breaking changes dbatools introduced.

Due to the large underlying changes in dbatools and how closely this collection tracks it, this will be a major version upgrade for the collection as well.
