@mcoughlin, @weizmannk, would you please review this with an eye to merge it in tandem with https://git.ligo.org/emfollow/userguide/-/merge_requests/140?

I fixed the random seed issue so that the results should be exactly reproducible.
I fixed a bug that affected the sensitive volume calculation.
