Run O4 with one IFO #39

@lpsinger @mcoughlin

Leo, we try a simulation with a single detector (H1 or L1) in operation for the O4. However, I have a doubt about the duty time, estimated at 70% of the Run duration. Do you think it's good to consider a --duty-cycle of 0.7 , here for a single detector?
Could we consider a --duty-cycle 1, i.e. (100% of time ) assuming that at least one of the detectors will be at all times (H1 or L1)?

@lpsinger Just for clarification: I think this is useful for estimating single detector rates (to answer questions like Stuart posed about benefits of having at least one detector on).

I don't know what question Stuart asked. Without that context, I'm not sure how to answer. If you have a single detector, then it still has a duty cycle less than unity.
