Include O4a HL network configuration. #42

This PR aims to enable the simulation of observation scenarios for the O4a configuration of the HL network.

@lpsinger Yes, that makes sense Thank you. Regarding the Zenodo data, I would like to add 'O4a' along with 'O3,' 'O4,' and 'O5' to the same repository. So, I assume I'll need access to update the Zenodo files at https://zenodo.org/records/7026209. Or should I send you the directory for 'O4a,' and then you can upload them? Or May I could create a new repo for this purpose (with O3, O4a, O4 and O5).?

@weizmannk, I think you responded to the wrong issue. You probably meant to post that in #43.

@lpsinger Regarding your comment in the user guide (https://git.ligo.org/emfollow/userguide/-/merge_requests/247#note_836066) , I'd like to discuss whether I should update the Zenodo repository or create a new one. This is a separate matter and not related to Saleem's issue.
