Add custom-setup section, support Cabal-2.2 #44

I (as Hackage Trustee) also revised the current 0.9.4.0 release to have custom setup section, it doesn't work with Cabal-2.2. https://hackage.haskell.org/package/postgresql-libpq-0.9.4.0/revisions/
