docs: mention the PGPASSFILE environment variable #227

I think it's mighty helpful to mention this here rather than defer to the libpq documentation.

Maybe. You have to follow the link to understand the syntax of the file; though I suppose a fair number of people would have a file they use, but not follow the link to find out about the PGPASSFILE environment variable.
