Text Encoding conversion doesn't work well in non-English version Windows #181

What version of the product are you using? On what operating system?
3.8.4, Win XP.

Please provide any additional information below.

Some text will become "?" char in original view, which makes it impossible to 
further converting.

FYI: Qupzilla uses simple setDefaultTextEncoding() + reload() for this job.
