Make it possible to tell QtWeb *not* to close when closing the last tab #191

At present, QtWeb exists when the last tab is closed.  It would be nice to have 
an option to tell it to substitute a new blank tab instead, and only quit when 
specifically told to.  I tend to leave browsers up and hop in and out, rather 
than repeatedly close and reinvoke.
