What steps will reproduce the problem?
1. No idea
2. It appears to happen after loading a savegame
3. Perhaps it happens when you attack the Papal states?

What is the expected output? What do you see instead?
The factions were not at war with me yet. When not sovereign (vassal or 
freeman) there is aggression which can be pardonned by bribe, when being a 
sovereign monarch, war is declared en masse without any notification.

What version of the product are you using? On what operating system?
SNV version of 20 september

Please provide any additional information below.
Perhaps this happens because of fighting the papal states ? This cannot be 
avoided though, as the papal states declare war themselves.
