I have this problem too.
Tried to completely wipe out 1257 folder and sync. It doesn't help at all.
Superfast bandits are completely random, usually no more than 5 of them in one
battle; they appear in like 25% of all battles with bandits.

Ok here's my story. a bit long and complicated though:
Background:
i downloaded and installed the client, unrar the patch, and then update using
SVN (not sure whether it's the correct installation method for 1257. It was
working just fine, no hyper active bandits running around. But then i noticed
something, my 1257 modul had this red (!) mark, i thought it was like that and
i leave it be...
Problem 1:
then i read several post in taleworlds, and found out that i don't have the
latest features of 1257, also i found something weird in my game (such as every
time i talked with a lord, bandit or anything on the world map, the character
portraits (animations) always being covered by thick forest in front of him,
making me hard to see the face unless i click on him to open the in game wiki.
so i thought it must be because i'm not using the latest SVN version. however,
when i tried to update using SVN, there's nothing new to download.. only a bit
revision in the language folder.. and it's always end being not able to update
/ru folder..
so i tried to do some brainstorming about SVN function, and eventually found
the "Clear" something option. I ticked all the options (not sure whether its
the right thing to do).
Then i tried to update my module again and it worked. I think i got the latest
version (don't know how to check which version im using).
however, the thick forest in front of the character portrait animation persist,
and the hyper active bandit/pirate bug surfaced.
my guess is that its got something to do with the bandit/pirate script as it
happen only for their kind
I can't remember the exact name of the files i downloaded (the client and .rar
patch)
i'll provide more information when i get back after work.
Problem2:
Before i update to the latest patch, i found this glitch (not sure if its
working or not). I can appoint the mercenary companion as a lord, they'll quit
my party, owned a land, but it's not in the world. I could see their names on
the list of vassal on my kingdom page, but when i clicked it's not showing
anything. At first i thought its a bug, and i tried to workaround the problem.
I recruit them again from the mercenary list (somehow the button is clickable
although it said "unavailable", They joined my party once more, having the
tittle "Lord" in front of their names, and carry their own banner. I dismissed
them, and found them in my castle. I recruit again for another payment. then i
ask them again if they want to be a lord or not. After they left my party, some
of them changed their banner (maybe because i asked them to be lord more than
once). and this time they appeared in world map.
i later read that they're not supposed to be lord, because only noble companion
can become lord.
idk if this is fixed yet or not as i haven't tried being king in my current
playthrough with the latest SVN.
