What steps will reproduce the problem?
1.Ask the tavern keeper about the jobs
2.Then ask again second time
3.It happens rarely but he may start to speak about quest to avoid impending

What is the expected output? What do you see instead?
Maybe quest appears in every city but it leads to annoying klicking if your
realm is really big.
What version of the product are you using? On what operating system?
