Marshalls can't find a target a lot of the time #204

What steps will reproduce the problem?
1.During game play I've noticed that the Marshall's are having a very difficult 
time selecting a target. Many times they will send everyone away because we 
waited too long with out a target.

What is the expected output? What do you see instead?
Marshall should gather troops and we should pillage villages or take castles 
and cities, instead we just sit "Most" not all of the time.

What version of the product are you using? On what operating system?
Current SVN

Even after the recent update it's still an issue, probably more so than before. 
Updated my SVN today, had to start a new game, upon doing so for the last four 
hours France will gather their armies but never find a target.

Here's an update, this NPC is our Marshall but after talking to him he thinks 
that he should be acting independently because we aren't on campaign. All he 
does is gather the armies and then disband them because we can't find targets. 
I enabled cheats and saw from cntl+t that the other realms aren't moving in 
force either.

Here are some more screenshots. In one of them you can see us all breaking up, 
he formed up the army and needed a scout. I used the teleport to quickly 
complete the quest so I know he'd have some targets, then I turned it in. Upon 
doing so he took no action for about a day, then he disbursed us as you can see 
in the screenshot.
