Missing tokens, while fraction commander issues orders #212

What steps will reproduce the problem?
1.While you're a memeber of an ANY faction, the commander's descision Looks as 
following "The commander faction X Decided UNRECOGNIZED TOKEN object:..."

What is the expected output? What do you see instead?
The expected is that I will see what the fraction wants: attack the enemy, 
siege city or go to a party, instead I see "UNRECOGNIZED TOKEN"

What version of the product are you using? On what operating system?
