What steps will reproduce the problem?
1. new game, spawned in marinid dynasty, cant recruit mercs from towns (with 
lance recruitment running)

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
latest - SVN 81 I believe that is.

Please provide any additional information below.

Thanks for the report. I did check it - it works fine.

Be sure to have atleast 1000gold to hire a company.

Works in 82, did not work in 81 - checked and triple-checked that. Always had 
the money, not a fool - your code must be tangling somewhere, with something 
else impacting the lance merc recruitment system.
