revision 66 - new lance recruitment system - lords with no fiefs get stuck in town (party size of 1 troop)

What steps will reproduce the problem?
1. started a new game 
2. chose the option "start new game with lance recruitment"
3. noticed after 1 ingame month of playing that (some or all, don't know) 
fiefless lords are still stuck in towns with only themselves in their party

What is the expected output? What do you see instead?
Fiefless lords should also get some troops instead they have no troops and just 
sit around in towns.

What version of the product are you using? On what operating system?
revision 66; vista 64 bit home edition

Please provide any additional information below.
here's the link. I took a screenshot from 3 lords from Marinid Sulatanat and 
checked them, they all have no fief
