Account creation protocol

Manually create account for email addresses of eligible participants, and send login links.
- manually add an unguessable password
  - would like to do this automatically if possible, but not sure if firebase supports creating new user automatically without user-supplied password
    - could generate one, would that be secure? in the end, the worst that can happen if a pw is hacked is overwriting that account's data
- caveat: login links should be sent promptly since they expire
  - workaround: let users select when they want to receive their link

Will the pilot account creation protocol scale?
