Describe the bug

It is not possible to provide feedback to empty submissions.

To Reproduce

Create a text exercise for teams
Open an empty submission
Try to provide feedback and submit
Verify you get error messages that it is not possible

Expected behavior

Should be possible also to provide feedback to empty submissions.
