Tutors should be allowed to create their own tutor group

Only instructors can create tutor groups.

Describe the solution you'd like

Tutors should be allowed to create their own tutor group. It will reduce time for instructors, because as of now, instructors need to create approx 25 tutor groups.

Describe alternatives you've considered

If not tutors, at least editors should have the rights for that

We decided to limit the functionality to instructors so that all tutorials groups are entered correctly in terms of name, location, time. We can discuss if editors should be able to do that, but I don't think this is too much of a setup effort once at the beginning of the course
