Feature/delete hidden registrations 19808

Clean up database automatically by scheduler task or command controller that deletes old, not activated registrations. configurable options:

• maxAge of entries
• used table
• force deleteing instead of mark as deleted
• dry-run

Now the database can be cleaned up of old entries and spam entries can also be removed.
This is just tested in TYPO3 10!
