share-link of a map opened from rwanda default layers (mapserver) is not functional

the maplayers are not available from the share link, the wms layer does not have a wms link so capabilities can not be loaded

reproduce:

• open rwanda map
• add layers to map
• share map (copy link)
• paste link in new browser, notice map is not loaded
