ua10 banner on front page #143

as per Lozana's mockup - but only full banner by default, with a cookie set to keep it hidden once a user clicks through to the UA10 website or dismisses it.

positional clash with cookie warning tag - see whether to remove this whilst the ua10 banner is active or to move it elsewhere.
