An alternative is to allow all ministers to vote (per normal voting rules) on another's domain in the case of their absence. This would only be allowed if more than half of the ministers have voted affirmative (since there's such a small amount of ministers). This approach would avoid handing out too many positions when we haven't found a need for them yet. But I agree with the idea that we need a way to handle absentees.
(Correct me if I have chosen the wrong wording for the title).
Given that ministers live busy lives, leading an entire ministry on our own may cause issues when sudden absences occur or we take service leave.
This issue, I would like to generate some discussion about adding a secretary to each ministry. The secretary will be able to make decisions about their ministry on behalf of the minister. The secretary will be appointed by the minister of that department, and will be able to appoint or revoke this position at any time. As well, if a secretary makes a decision on behalf of the minister, the minister is allowed to revoke that decision.
