Formalise prepare_merge workflow #150

The workflow to combine last week's uncleaned master file previous week's data to create a single reference for all records that have been processed is held in the prepare_merge.py file.

At the moment - this workflow is held outside of the rest of the automated data processing routine.

This has become stable and should be included in the makefile and absolue file paths should be removed.

Maybe we should pause on this issue until we have developed a new process to detect new records.
