Included line to call apply the update_following_measure and update_measure_stage functions
Added a new coding combination for CDC dataset
Set the encoding for CDC "Date Implemented or lifted" and "Date entered" fields to latin1
Created a new column "old_targeted" to store targeted values before they are updated

This looks good - just noted a different file path in src/manually_cleaned.py. 'data/cleansed/mistress_latest1.csv' But I think this is probably just a development version of the mistress file on your machine?
