`targeted` column too free-text #41

the targeted column is essentially free text at the moment. Would be much more beneficial with some standardization - there a currently a wide variety of capitalization, hyphenation, spelling, terminology etc choices that should be normalized.

Separately, this column might be appropriate to split in two, one column for region of origin (e.g. a series of countries forbidden from travel) and one column for individual classes (e.g., healthcare workers).

Agree that the targeted column is currently too free text to be useful for grouping interventions.

We will work to standardise the coded values present in the targeted column. Do you have any specifics on the most useful categories for each intervention?

We are going to try to stay away from a list of countries currently under travel restrictions for different countries as these lists tend to change quite often.

Our current idea is to replace this designation with:

Or something similar, if you have any input that would be very helpful.

We have discussed a similar classification for business closures, assigning closures to specific classes of business:
