`who_measure == "Restricting visas"` entries often the opposite of that #42

Several of the who_measure == "Restricting visas" rows are, in fact, visas relaxations (on people already in the country). Fine to have these included, but they're more like...financial assistance?...than travel restrictions.

Agree that some measures - like relaxing visa restrictions for those already present in a country - are more appropriate as financial policies or something similar than as travel controls or visa restrictions.

If you can easily access the who_id of these records, could you list them here or share them with me?

If that is not trivial - we will work on identifying these records and changing their coding as soon as possible.
