For the OXCGRT records which have “required” in the non_compliance_penalty field the values we can assign to OXCGRT records in the non_compliance_penalty are “recommended” and “required” Should I remove both of those?

It seems like these are not appropriate non_compliance_penalty values so they should be removed from the coding and from the permitted values in thee dataset check - is that correct?

Closed in #107. These values will be moved to the enforcement column.
