New ostrich-swmm-km version

New features:

• Adds rooftop for each rain barrel

• Automatically handles excess rain barrels and changes it to the max number of LIDs in a subcatchment

• Produces a summary of excess rain barrels and total number of each type

@tyearke I created a more robust output that can handle multiple types of lids, ran it with some rb, and it worked...it's failing the checks because of whitespace and comment syntax issues that don't really affect how it works

@tyearke I also made some code to write the ostIn.txt file and the json tpl file based on the subcats in the swmm input file since we're now working with over 300 response variables, do you think I should upload that as well?
