support for Python 2.7 packages will be going away soon

@kmmacro, did this ever happen? If not, might consider both porting then updating to use pyswmm.

@Narine-mtc @lsmatott I don't think this was ever worked on, but correct me if I'm wrong. Could be related to the #25 issues @rarygit is having
