Add offline support for templates

Currently the templates are loaded from the repo each time. This is both slow and add that requirement that the package only runs with internet connection.

We should add an offline mode, where the template files are downloaded such that they can be used when there is no internet connection. Either use ancillary files in the pkg file or build a workflow for this ourselves where we downloads the templates from the repo and store in /plus/a/.
