Move to `pak` for package installation #19

Why:

TLDR version: could make provisioning of the GHA session faster, and time between commit and update of the page faster.

NOTE: may need to add dpkg-query to the Linux sytem dependencies. See more here and here.

This sounds good. But it is an issue for https://github.com/lsms-worldbank/adodownr, right? As this is for how we build and distribute the R-package, right?

Actually, this is an issue for adodown, since the GHA YAML file ships with it. adodownr can build a site. adodown's GHA file orchestrates that process for Stata pkg repos.

I see, so this is about updating the GHA yaml file. Make sense to me now.

I saw the updates you did to the GHA file that is used for the adodown repo. I updated the template adodown use when setting up packages in eb7087dcd573e89e396c9dba13baaf2956869e06
