`ad_setup` : include GitHub Actions workflow file in package setuop #2

The command ad_setup should include setting up the file .github/workflows/build_adodown_site.yaml. Either always or enabled/disabled by option. However, lets nail down the exact process for this and how much can be automated before doing this.
