Fine tune the Investigations client and API scaling

User story

As the cloud-ops engineer of the EDC, I need to fine tune the scaling of investigations-api and investigations-client so that the sign-ups and investigation walkthroughs during Formal Education workshops and webinars can proceed unhindered.

Definition of done

I have updated the app.yaml manual/automatic scaling rules accordingly.

After manually updating the manual scaling config am I making the jump to automatic scaling and will continue to fine tune as we go. The important thing to keep in mind moving forward is that the following manual settings were barely adequate:

• 1 instance
• 2 cpu
• 4 gb memory
