User story

As the owner of the citSci notebooks repo, I would to be able to specify notebooks I would like to exclude from Flake8 validation so experimental notebooks do not stall PR reviews.

Definition of done

I have either implemented the latest version of the Action and configured the workflow to ignore the experimental notebooks or I have determined the Github Action is still not capable of ignoring notebooks.
