DM-35970: Update packaging based on SQuaRE template

This updates documenteer to match most of the new ideas in the SQuaRE PyPI package template, including:

• Composite actions for many of our repeated GitHub Actions job patterns
• pyproject.toml-based packaging metadata
• Markdown-based change log and README
