DM-36117: Support sphinx.rst_epilog_file in documenteer.toml #132

In documenteer.toml, the user can set sphinx.rst_epilog_file to the path of an rst file containing link definitions and substitutions available to all pages in the doc set.

This enables users to maintain these without editing a Python string inside conf.py.

Merge this after #130
