Deprecate form_ltd_edition_name API #33

With lsst-sqre/ltd-keeper#33, form_ltd_edition_name is no longer accurate. Rather than simply updating that API's logic, we should find a way to deprecate that API entirely so that's we're not duplicating server-side logic on the client side.
