Support populating author names in technotes using lsst-texmf's authordb.yaml #83

It would be great if we could integrate the massive database of LSST contributors in authordb.yaml to populate accurate authorship information in reStructuredText technical notes. Be aware the text in that YAML file is tex-encoded.
