Manual ingestion of prioritised targets into the 4MOST observing queue #50

From April'23 to Jun'23 plan in FY23 Q2 Mar'23 quarterly update.

...begin development of a manual ingestion of prioritised targets into the 4MOST observing queue in collaboration with the in kind recipients. DESC are keen for their own method of alerting TiDES with transients they would like follow up observations for. This would be in collaboration with Gautham Narayan and forms part of our Phase C work package.

Zenhub ticket created as agreed at 25/MAY/23 S10 (C WP 3.7) WP-PM meeting.

Note: activities in this ticket correspond to O-1 from the updated IKC workplan for Apr'24 to Mar'27 (see #58):

O1. Transient ingestion: we will produce software to enable the in-kind recipients and SL team to flag transients for ingestion into the 4MOST queue. This software must be flexible enough to allow for automatic injection from, e.g., a DESC/TVS broker, or for a manual coordinate injection for a SL source.
