Gareth I would like for the dead variable USE_CUTOUTCASS to be completely removed from all the settings and code, since we will not go back to storing cutouts on the file system. Who will do this?

No objection from me to cleaning up all the obsolete the filesystem cutout storage code and options, but I don't think it's part of this PR?
