QU not submitted.
as agreed with @mandabanerji, the Rubin IPC team have been emailed to explain that since Raphael left 21/MAR/23 and new hire does not start until Sept'23, there is little of consequence report on over this period
have therefore asked IPC team if this QU can be missed out. Awaiting reply?

Given RaphaelS left on 31/MAR/23 and their replacement does not start till Sept'23, there is nothing of consequence to report in this Q3 QU
Knut Olsen, the Rubin UK IPC, confirmed via email that it was therefore accpetable NOT to submit this Q3 update
