From Apr'23 to Jun'22 quarterly plan

Generalise our pipeline that determines redshift distribution bias to operate for arbitrary photoz algorithms and tomographic binnings. This will then be integrated into RAIL (WP1).

This will arise from a number of existing tickets.

trying to include this as a real pipeline module in the DESC RAIL software
to do this also contributing another module in RAIL called the tomographer
this is needed for the pipeline
once completed, can then finish the pipeline

PR reviews from DESC RAIL team
expect to finish tomographer during the RAIL workshop at start of August
will also work on the pipeline at the workshop

now working on the pipeline and will subsequently be submitted for review and PR.
