PREOPS-1335: Fall 2022 LSST Science Community Research Proposal Support #9

This PR will present the update to RTN-011 that meets the needs of the Fall 2022 LSST Science Community Research Proposal Support campaign, described in https://jira.lsstcorp.org/browse/PREOPS-1335

I'll ask others to contribute edits via branches off tickets/PREOPS-1335 after laying out some new section headings.

@leannep We now have a new ticket branch to work from, tickets/PREOPS-1335. This branch is associated with the epic at https://jira.lsstcorp.org/browse/PREOPS-1335 which describes all our plans for updating RTN-011, as well as individual stories for each of us to track our work on this document.

I suggest you make a branch called tickets/PREOPS-1335/leanne off the main ticket branch, and start a pull request against tickets/PREOPS-1335 for me to review. I will do likewise, making tickets/PREOPS-1335/phil and editing there. That way, we can both work in parallel, and end up merging all the changes we both make into the ticket branch - and then that primary ticket branch can then be reviewed by everyone in #ops-early-science-planning via this PR here. Sound OK?

I will need to also ask for review (and some further edits!) by Keith, Bob and Zeljko for my pieces, I think. You might think about whether you want specific input to your branch too, before we ask for a global code review from the channel - take a look at the \TODO items in the tex files, and let me know if you want to change any. You can add more for yourself of course, if that helps you plan your edits.

Thank you - this was one of the main goals of this new issue - to bring clarity to this part

2. Important question: will alerts be distributed prior to the release of static sky data products for that region of the sky?

Tis is a big topic that we need to address. I suggest we schedule this for the next release of this document.

Good point. This is currently happening via the CET/users committee for DP0. I think it is described somewhere, let me look for a reference
