This is a draft PR as I try to match the MAF API. The metric is based on a notebook here that computes the bias in the WL power spectrum due to changes in the redshift distribution generated from fluctuations in the coadded m5 depth of the survey.

The metric is given as two ratios: the Y1 goal and Y10 requirement.
